Changes in the nature and magnitude of banking activities over the past few decades are fundamental to comprehension of the failings that resulted in the financial crisis.

The provision of financial risk management services and products by banks on the scale documented appears problematic. Derivatives contracts are the principal instruments used in financial risk management. The role and extent of liquidity and collateral security in facilitating these developments is investigated and policy recommendations advanced.
